Johannes Gutenberg University Mainz (JGU) is a corporation under public law and employs civil servants who have previously completed the dual study program in administration (Bachelor of Arts) in addition to salaried employees.

Civil servants are employed where sovereign powers are exercised and act in accordance with the law.
After successfully completing your program of study, you can be employed at JGU in the departments of Human Resources and Legal Affairs or Finance and Procurement, for example, where you will be responsible for the administration of department-specific processes.

At JGU, we offer specializations in general administration and administrative business administration.
During the dual study program (preparatory service), you will be appointed as a civil servant on revocation. You will also have the official title of Regierungsinspektoranwärter or Regierungsinspektoranwärterin.

The Bachelor’s degree program begins each year on 01.07. and lasts for a total of 3 years.

It comprises theoretical phases of study lasting a total of 21 months (specialist studies) and practical phases of study lasting a total of 15 months (administrative practice).

The theoretical phases of study take place at the Rhineland-Palatinate Higher Education Institution for Public Administration (HöV) in Mayen.
In Rhineland-Palatinate, the HöV assumes the central task of qualifying students for their professional activities for all public administrations.

The practical phases of study take place in various administrative departments of the Johannes Gutenberg University Mainz and as part of guest training at another Public authority.

The program of study is structured as follows:

  • Introduction to the administrative practice (1 month)
  • Specialized studies I (8 months)
  • Administrative practice I (5 months)
  • Specialized studies II (8 months)
  • Administrative practice II (5 months)
  • Specialized studies III (5 months with bachelor’s thesis)
  • Administrative practice III (4 months with bachelor’s thesis)

The program of study has a modular structure and alternates between theoretical and practical phases.

Module examinations are taken at the end of each of the three phases of study.
At the end of the third phase of study, students complete an academic papers, the Bachelor’s thesis.

Civil servants are entitled to pay. During your entire dual study program, you will receive a civil servant’s salary, the so-called Anwärterbezüge. These salaries are prescribed by the Rhineland-Palatinate State Salaries Act and are set out in Annex 9.

Since 01.11.2024, you receive a candidate’s salary of € 1,517.85 (gross) per month.

Since 01.02.2025, the basic amount for candidates will be € 1,567.85 (gross) in accordance with the State Act on the Adjustment of Pay and Pensions 2024/2025 (LBVAnpG 2024/2025).

The theory is taught at the higher education institution for public administration in Mayen.
